Advocating for Small Businesses in Utility Policy
Small Business Utility Advocates (SBUA) is a nonprofit organization, founded in 2012, that represents, protects, and promotes the interests of small business utility customers.
Energy, water, and other utilities directly impact the success of small businesses. Yet too often, small business owners lack meaningful representation in the decisions that shape utility rates, programs, and policies.
The Problem We Address
Small Businesses Are UnderrepresentedSmall business owners are frequently unrepresented or underrepresented before:
• State Public Utility Commissions
• The Federal Energy Regulatory Commission (FERC)
• Courts and other public bodies
Meanwhile:
• Residential customers are represented by public advocate offices
• Large commercial and industrial customers can afford attorneys and expert witnesses
This leaves small businesses vulnerable to decisions that disproportionately impact their costs.
Why Representation Matters
A Level Playing Field Doesn’t Exist Without AdvocacyIn many utility proceedings, the interests of small businesses conflict with residential customers, especially when it comes to:
