CPUC Voting Meeting: How Small Businesses Can Comment (In Person or by Phone)

The California Public Utilities Commission (CPUC) holds regularly scheduled Voting Meetings where Commissioners discuss and vote on proposed policies and decisions that can affect utility service, rates, programs, and customer protections. The CPUC sets aside time at the start of each Voting Meeting for the public to speak directly to the Commission.

Why this matters for small businesses

This is a straightforward way for small business owners and operators to share real-world impacts—billing concerns, reliability issues, program access, cost pressures, and customer service problems—directly with decision-makers.

Speak During Public Comment (by phone)

If you want to speak during the public comment period at the start of the meeting, you can call in. Calling in or signing up by 11:00 a.m. is encouraged, though you may be able to join the speaker queue until the public comment period ends.

How to speak by phone

  1. Dial 1-800-857-1917 and enter the passcode (English or Spanish).

  2. When prompted, press *1 to join the speaker queue.

  3. You will be prompted to state your name and/or organization—say it slowly and clearly (e.g., “Jane Smith, owner of ABC Bakery in Fresno”).

  4. Stay on the line until the operator calls your name.

Time limits and speaker order

  • Each speaker generally has 1 minute.

  • Speakers using a translator will have at least double the time.

  • In-person speakers are generally taken first; order is typically based on sign-up/call-in order, but the CPUC President may adjust timing and order.

  • You may speak only once per meeting and cannot transfer your time to someone else.

  • Wait times can be long during high call volumes.

Important limitation
If you are a party to a CPUC proceeding, you cannot use this public comment period to speak on issues in that proceeding. Public comment must also stay within the CPUC’s jurisdiction (and not address adjudicatory matters).
