Introduction
As part of San Diego Gas & Electric Company’s (SDG&E’s) solicitation schedule as set forth by the California Public Utilities Commission, SDG&E will be requesting Abstracts for energy efficiency (EE) program proposals to serve SDG&E’s commercial Groceries, Restaurants and Food Storage customer segments. The commercial Groceries, Restaurants and Food Storage solicitation is a two-stage process seeking Resource Acquisition-focused EE program proposals that serve the targeted customers in the SDG&E service territory. SDG&E expects to release the Request for Abstracts (RFA) in August 2023.
The potential for energy savings is great for the Groceries, Restaurants and Food Storage segments. Therefore, SDG&E is looking for innovative and comprehensive solutions that have the ability to deliver cost-effective avoided cost benefits to the electricity and natural gas systems, encourage customer engagement and reliably capture and verify energy (kWh, kW, and/or Therm) savings applicable to these customers. The new program should drive persistent bill savings for commercial groceries, restaurants, and food storage customers by improving energy efficiency penetration in the targeted market, improving the customer experience, and maximizing energy savings by executing cost-effective and innovative approaches. If the Bidder submits a successful Abstract, SDG&E will invite the Bidder to participate in the Request for Proposals (RFP) stage of the solicitation.
The two-stage solicitation will consist of Stage 1, an RFA, and Stage 2, an RFP for proposed programs selected from Stage 1. The RFA will enable Bidders to provide sufficient information for SDG&E to narrow down the selection to proceed to Stage 2. Bidders should use the Abstract to provide enough information about their proposed program’s design, implementation and management, targeted market and customer segments, and overall program goals.
Purpose and Objectives
The purpose of the RFA is to evaluate abstracts for program design and implementation services for the Groceries, Restaurants and Food Storage segments. Key elements to consider when submitting abstracts in this solicitation include the following:
- Program Overview
- Program Design
- Program Operations
- Innovation
- Compliance
- Energy Savings Potential
- Adherence to Requirements
